Aviation stripper gel, available at Wal-mart, will soften the clearcoat, as will carb cleaner and brake cleaner (trust me, I ruined a set of clearcoated cases by spilling this crap on them). Polish out with successively finer grits of wet sandpaper (to 20,000 grit if you can find it). Buff on a loose felt wheel with white compound. Done right, polished, unsealed cases can stay shiny for years. Done wrong, get it to a chrome shop, they can rebuff it the right way, or, conversely, many chrome shops will do the buffing out to begin with. They are pros at this, and most shops are happy to get the work. Chroming is a dying business due to environmental strictures, and alot of very talented people are looking for any metal job they can get. Probably worth the cost to let them handle it. Then zoop-seal it if you like, the stuff works great.
